Recent legislation change introduced by NCC 2022 (Effective from 1/May/2023)

The National Construction Code (NCC) has introduced new requirements for electric vehicle (EV) charging infrastructure in car parks associated with certain building classes effective from 1 May 2023.

According to the updated NCC, car parks in Class 2, 3, 5, 6, 7b, 8, and 9 buildings must be provided with electrical distribution boards dedicated to EV charging.

The specific requirements for each building class are in Table J9D4 of the NCC

  • Class 2 Buildings:

    • Minimum EV charger capacity: 12 kWh

    • Timeframe: 11:00 pm to 7:00 am daily

  • Class 3 Buildings (Hotels or Motels):

    • Minimum EV charger capacity: 48 kWh

    • Timeframe: 11:00 pm to 7:00 am daily

  • Class 5 to 9 Buildings (Offices, Retail, aged care, hospitals):

    • Minimum EV charger capacity: 12 kWh

    • Timeframe: 9:00 am to 5:00 pm daily

These requirements reflect the different usage patterns and demands for EV charging in various buildings. It's interesting to note that Class 3 buildings, being hotels or motels, have a significantly higher minimum capacity requirement, likely due to the expectation of higher EV charging demand from guests.

Class 5 to 9 buildings, which include Offices, Retail, aged care, and hospitals, have a daytime-oriented charging requirement, possibly aligning with the typical working hours of these establishments.

Builders, designers, and facility managers in each building class must be aware of and comply with these specifications to ensure adequate EV charging infrastructure based on the specific needs of the building type.
